Daniels presentation September 18 - 2002 -Sharkeys Redevelopment

Sharkey's Now MINUTES FROM THE FLOOR

Overview:

Brian Moss - offered opportunity for people to respond via e-mail or phone contact

Kevin Yates - current part owner Sharkeys - process to enhance real estate values, and meet community needs - sited multiple offers on units like the Granary. Suitable accommodation not available in Oakville. Have taken the old Riverside and upgraded the reputation of the property - but group want to now look at new market. They are now looking for a balance that will work - neighbours over time have contributed to the process - and believe that Daniels Corp have listened, have other fine projects, and are prepared to deliver a good product - which is considering the long term vision.

Tom Dutton - Daniels Corporation - reviewed brief presentation to WHRA group September 4 - Daniels Corp has been in business since 1983 with predecessor going back 50 years. Strategy to be involved in different types of projects - rental townhomes, single family dwellings, seniors retirement residents - no commercial or industrial. All construction work done in-house by Daniels.

Sharkeys approached the group to begin process - concerned about creek - the history of Sharkeys - goal to enhance community and downtown area with high end product, both interior and exterior.

Site will require rezoning - a public process - spoke with Mayor in the summer, who strongly urged company to talk with public before approaching town.

Proposing smaller restaurant facility - 150 seats versus current significantly larger - parking will be in the underground area - therefore no restaurant traffic above grade. Plan to have nine two storey townhomes facing onto Forsythe - then tower further back.

Cliff - Architects and Planners - preliminary concepts - still in proposal stage - goal higher density living - based on a number of criteria:
* Plus or minus 10,000 sq ft per floor - which has residents wrapped around the inner core - typical floor seven units, then as you get higher - 5 units, then at top 2 units.
* Set back from the street to try not to obstruct views to north or south for - thinner building - sun passes by more quickly.
* Tower will have limited impact as it steps back from the sidewalk and from the two story townhome.
* From ground to top - 19 stories - 142 units including townhomes - top two floors become 8,000 sq ft versus 10,000 feet on floors below.
* Goal to respect heritage of downtown Oakville.
* Returning the creek to the residents - eliminate parking on water's edge - all to create enhance pathwalk - landscape open space - maintained by developer - pool and deck will be above the creek area - offering privacy for owners but attractive look for public from creek walk.
* New restaurant will be grade accessible and will reach to sidewalk closer to Lakeshore.


Laura Starr - Landscape architect - goal to make site pedestrian friendly for both residents and public - Forsythe edge will be very landscape friendly as will access from Lakeshore area - creek area will be feature significant trees, benches, landscaping and an art element - also safe lighting - enhancing both safety and aesthetics

Questions:

When will construction star? - after approval and marketing process.

How tall is building and will it impact building behind it? - needs to be economically viable - better to be tall and thin, versus low and long - sun and wind will have less impact. 18 stories - above street level - about 180 feet - Granary is 7 storeys above Lakeshore - but fatter.

How high from 16 mile creek? - from grade will be 35 foot drop - will be filled with recreation area - pool etc., underground parking.

Number of units, parking spots for both units and restaurant? - 142 units - 198 car spots - 40 to 50 cars from the restaurant - and 50 guest spots for visitors to units - total 300.

What is expected traffic impact? - traffic report - impact of cars - will show reduction of 50% in traffic - given full capacity - says that actual movement of cars will be reduced by 50% onto Forsythe.

Further to traffic impact - hours of operation disbursement issues? - one car per minute to and from this area - added to background traffic should not affect existing traffic.

What has town said about added traffic with added capacity that is already being affected by Hortons and more residences? - at this stage the town has accepted the indicated changed traffic.

What about wind around the tower? - set back of tower should not be a problem - may in fact work in favour of those on Forsythe. Daniels have offered to do a wind study if necessary.

Have you looked at environmental issues regarding 16 mile Creek? - there are currently no storm water treatments currently on surfaces and it goes directly into 16 mile creek - our proposal will show that all storm water channeling will be in the building - environment issues are being reviewed.

What about resident's entrance and garbage pick-up? - entrance to garage will be at north front entrance - garbage pickup in north end - into hidden area of building.

What are exterior colours of building? - not chosen yet - ideas around limestone.

Tell us again about the location of the restaurant? - Commercial component and restaurant area access is at street level at Lakeshore area - one storey high but two storey look - looks over Lakeshore and towards creek. Also opens onto patio overlooking creek.

Handicap access? - building will be totally handicap accessible - parking garage will be handicap accessible - access to creek to creek level will be via existing Francis Street south of Lakeshore.

How high can buildings in our area be under existing zoning bylaw? - allows 4 storeys.-

The view from 6 John will be affected - will we lose town view at night once tower up? - Yes but the angle of the tower has been designed to minimize this.

Will Sharkeys run the restaurant? - yes, the facility will look like their new one at Bloor West Village - no DJ - no dance floor - direction is a Parisian look - price will be under $200 per couple - calling it "premium casual".

Patio looking over water front - can we have drink on the patio without eating? - yes.

Restaurant - is it free parking? - yes.

Greenery on buildings - like the Reimer building - any plans here? Say rooftop gardens? - greenery on upper terrace - also in planters alongside either side of restaurant terraces - adjacent to Lakshore - and framing the building along the waterfront - no plans for private terraces - all terraces will be 8 foot depth - and all are private terraces for each owner.

How far in from Forsythe to the north? - will it affect my view? Will be 20 back from property line and then tower steps in from there.

Prices of units? - will be determined by final cost of construction as well as land costs, development costs - but think similar to Granary model - likely in the $500,000 to the $900,000 range - but smaller ones would likely be cheaper.

What do you think Town is going to say about height - will they make you drop it by four stories? - not sure - will be a public process.

Have you made a decision about colours and materials? - no decision yet - we are going through Heritage group about colours and appropriate materials - possibly in next two to four weeks - Brian Emo offers help.

Richard Baker - Brant Street - would your company be willing to work with people in immediate area to come to a decision with regard to height etc? - yes, we would welcome the opportunity to meet with a committee that could work with Daniels with different design alternatives - may be tough as they have gone through a number of ideas.

Through Don Pangman (WHRA) and Cheryl Dawes (WRRA) - a small committee will be struck (including Councillor Hardacre).

Is it absolutely certain that a restaurant is going to happen? - that is the plan.

Regarding zoning, if we open the doors to you for 19 stories - and say okay- what is going to happen to the rest of those developers who may want to do something like this? Answer - the park land south is owned by the municipality - and boat storage is also owned by the town - so domino effect likely remote - this is a site specific application - just this piece of property.

When are the next meetings? - town will announce next meetings and you will be informed

Will you commit to meeting with a committee of WHRA and WRRA? - yes within the next week we will strike a committee.

If this doesn't get passed by the Town, what are your options? - go to the OMB or abandon project.

Restaurant - do you anticipate a change in clientele? - yes they are changing the venue.
